The Danish Agency of Digitisation is experiencing great interest from potential suppliers and subcontractors regarding the upcoming MitID Tender. The suppliers and subcontractors are preparing for the tender and they are asking for information. In order to comply with The Danish Public Procurement Law, we are obliged to make sure all potential suppliers have equal access to the same information. The answers we are providing for suppliers and subcontractors therefore must be accessible for all. For this reason, we are providing answers on this webpage. Frequently Asked Questions (FAQ) regarding the upcoming MitID tender


Question 1:

When will the MitID tender be published?
 

Answer 1:

The project team under the partnership is working intensely to get the tender documents ready for publication. It is in all parties’ interest to finish this process as soon as possible. When ready, the basic elements of the tender will be published on mitid.dk. This will include the future digital infrastructure for digital identities, which MitID is an important part of. The information will also include a pre-announcement notice about when the contract notice will be published in the TED database. We expect the contract notice will be published by the end of 2017. All information will be made available at mitid.dk.

Question 2:

We have several questions and/or input for the upcoming tender. Can we arrange for a meeting?

Answer 2:

The Danish Agency for Digitisation is obliged to treat all potential suppliers equal to ensure transparency. All potential suppliers and subcontractors must have access to the same information, at the same time. Hence we must decline all requests for a meeting and we will have to decline discussions regarding the tender over the telephone. Questions and comments are welcome at mitid@digst.dk. In case the email is regarding the upcoming tender and the related process, we will not respond by email but publish a general answer at mitid.dk, if possible. Specific questions to the procurement documents will be answered in detail, after the date of publication. All questions will be anonymized before being published at mitid.dk

Question 3:

How can we express our interest to bid on the MitID tender?

Answer 3:

This will be done by applying for prequalification when the contract notice is made public. 

Question 4:

Will the procurement documents be in Danish or English?

Answer 4:

The procurement documents will be in Danish, which is the legally valid version of the procurement documents. The procurement documents will also be translated into English. The technical specifications document (Appendix 3) will only be available in English.

Question 5:

What are the formal requirements to bid on the MitID tender?

Answer 5:

The tender will be completed as a competitive procedure with negotiation. The procurement documents will establish the selection criteria, which are the basis for prequalification. This includes how the evaluation process will take place to limit the number of applicants. 

Question 6:

Is it only possible to bid for those who participated in the market dialogue?

Answer 6:

No, this is not a prerequisite. The suppliers that become prequalified will be invited to participate in the tender. 

Question 7: 

On your website you write: "The joint tender deals with identification and authentication. The Danish Agency for Digitisation issues the subsequent supply of NemLog-in, which will include other public NemID functionality, including especially the business-oriented solution." In the prior information notice the order has been changed. What is correct? 

Answer 7:

The prior information notice was published in OJ 2017 / S 199-409467 on 17/10/2010. It follows that the provisional date for publication of the contract notice, cf. Section II.3) is 31.10.2017. This date is not correct. The Danish Agency for Digitisation has therefore sent a corrigendum to the above mentioned prior information notice for NemLog-in3 development and management for publication on Tuesday, 17 October 2017. The Danish Agency for Digitisation’s rectification of the prior information notice shows that the correct date for publication of the tender documents for NemLog-in3 development and management is 22.12.2017. Question 8: 

Can we get overall information regarding the operation of NemLog-in, i.e. information about which technologies and server types it should be operated on so that we can collect the right team before the tender.

Answer 8:

Questions regarding technologies and server types will be answered in the tender documents for each offer, which is expected to be published by MitID and Nemlogin - Development and Management at the end of 2017. Question 9:

I have reviewed your recently published pre-procurement material. It does not appear from this material, that the terms in the tender will allow Brokers and Service providers to generate derived (fx pseudonymous) identities on the basis of a MitId Authentication and subsequent independently be able to perform an authentication of these without the use of MitID. 

In the current Service provider agreement for NemID this is prohibited in Section 4.6: …certificates from Nets DanId may not be used to generate or sign Certificates for others or otherwise provide a basis for identification with third parties NemID service provider agrees that Nets DanID's services may not be continued or used to pass User to another service provider, enabling it to use the prior authentication made using OCES Certificates and NemID unless otherwise agreed. Agreement for review implies that the other service provider being consulted has also entered into a NemID service provider agreement with Net DanID and that transaction fee per transaction is settled per User. Another service provider means a company, institution, organization with a CVR number different from that to which this Agreement relates. ...

This means that NemID cannot utilize it at the bottom of page 12 of the "National Standard for Identity Security Levels" option: Generally, it is allowed to base authentication with a valid eID of at least the same level of security if the necessary information (person identification data) is provided through this authentication. The eID does not have to be from the same issuer. ...

[…] has previously been verbally informed that a similar prohibition or limitation will not apply to such derivative use of MitID. That is, the cost of a service provider and / or broker for the MitID solution is solely determined by the direct MitID integration and activity according to these two roles. Can you confirm or explain this?

Answer 9: 

It is not currently possible to answer the asked question regarding derived identities, as the response will depend on how the final solution for MitID is implemented.

Question 10: 

Can you get some (or all) material in English? We cannot see if it is possible in relation to the submitted, it will eventually be possible to replace NemID on smartphones with a combination of 2 factor protection, one of which is fingerprint scanning and the other is a self-chosen code?

Answer 10:

The MitID tender documents will be in Danish, except for the Appendix 3 - Delivery Description, which will be in English. In addition, the tender documents will be translated into English. The legally valid version of the tender documents will be the Danish version, except for the Appendix 3 - Delivery Description. It is currently not possible to provide further information about the coming solution. The answer will depend on how the final solution for MitID is implemented.

Question 11:

I would like to get an update on how the phase 2 of the Denmark National ID is progressing and I also wanted to share how the Mobile Operators in Denmark are progressing with Mobile Connect.

Can you suggest who I could talk and meet with at DIGST?

Answer 11: 

MitID is currently in the process of preparing the procurement procedure and the contract documents related to the tender. It is estimated that the tender will be published ultimo 2017.  It will not be possible to have individual meetings at this point to discuss the tender for MitID.

An information meeting for all interested parties will be held though, once the tender has been published.

Question 12:

We are interested in receiving additional material related to the forthcoming MitID offer 2017 /S 199-409465. We do not expect to pre-qualify us as the main supplier, but has an equivalent offer as subcontractor in several consortia. We are curious about whether there are areas where it makes sense for us to seek cooperation with other players that may be invited.

Is it possible to receive detailed material about the solution and an estimate of when we will expect to offer this solution for authentication?
